1 vanilla bean, split, seeds scraped out and reserved (optional)
1/2 cup old fashioned oats
1/4 cup water
1/4 cup whole wheat flour
1/4 teaspoon fine sea salt
1/4 teaspoon vanilla extract
2 tablespoons half and half
2 tablespoons light brown sugar
3/4 cup all purpose flour
8 tablespoons (1 stick) unsalted butter, cut into 1/2 inch cubes and chilled

Pinch of cream of tartar
